UTRC meeting reviews UTPs & convict cases


Dimapur, June 6: The monthly Under Trial Review Committee (UTRC) meeting was conducted by all districts in the last few days.
The UTRC meeting at Tuensang was conducted on May 31 at District Jail, Tuensang.
During the meeting, it was briefed that as per May 31, 15 Under Trial Prisoners (UTC) and 12 convicts were lodged in at the district jail. Three of the UTPs were found eligible for free legal aid, where panel lawyer incharge of jail will take up the cases for further proceedings.
The UTRC meeting also deliberated that most of the UTPs/convicts in the jail also have psychological problem.
“The consequences is that if they are not well reformed in the proper sense and that once the prisoners are released into the society without proper treatment they find difficulties in adjustment and the social aberration continues,” it added.
It was emphasized that modern criminal jurisprudence lay much emphasis on reformation of criminals in all dimensions. Therefore, the committee called the concerned to take prompt steps for the appointment of regular trained counselors in jail. “It is utmost necessity that jail should have proper detoxification programme in order to rehabilitate them,” the committee pointed out.

In Zunheboto, the URTC sitting was held on June 3 whereby the cases of three UTPs were brought up for consideration by the committee. It was recommended that since the statutory period of detention has expired, it intimated the Zunheboto District Legal Services Authority to take necessary steps for filing bail application on statutory ground. As per the jail report, there were 17 UTPs and 5 convicts at the end of May.
The Phek District Legal Services Authority conducted the monthly UTRC meeting at District and sessions judge chamber on May 28. The meeting was attended by Mezivolu T Therieh, Chairman, Phek DLSA. Cheliam Khiamniungan, secretary, Phek DLSA, Sachin Jaiswal, DC Phek, Ovung, Dozhoyi, Asst Jailor Phek, James Ovung, SDPO Phek. The assistant jailor detailed the committee that there are 10 UTPs and 4 convicts for the month of May.
The committee stated that the District Magistrate who is also member of the URTC will take up the matter to the competent authority for post creation of regular doctors at district jails. It was also recommended to take necessary steps with the MS to increase the bed capacity to 5/6 beds or to provide extra larger room at District hospital for medical treatment of the UTPs and convicts for the present jail inmates.
On recommendation made to the trial court, an accused with medical needs was released on personal bond on medical ground.
As per the reports submitted by the Superintendent of Jail of Central Jail and District Jail, none of the UTPs and convicts were eligible for consideration by the URTC.
The URTC meeting under Peren district was held on May 29. Under Section 436 CrPC and 436 A of CrPC, one case was recommended by the committee for release. A case of compoundable offences of UTPs was identified and further recommended by URTC for release.
The meeting was attended by District Magistrate, Peren, SP, Peren, Member Secretary, Peren DLSA and Deputy Superintendent, District Jail.
