Unhappy with pace of Doyang Bridge construction, Lotha Hoho reactivates FIR against contractor, official

DIMAPUR, FEBRUARY 1: Alleging that only 30% of Doyang Bridge has been completed in 7 years, the Lotha Hoho (LH) has urged the Superintendent of Police, Wokha to reactivate an FIR it had filed against the contractor and the Executive Engineer (R&B) Dimapur Division in 2017.


In a press release issued on Monday, the LH stated that it had raised the issue of non-completion of Doyang Bridge under Nagaland Foothill Road (now Trans Nagaland Expressway) during the Wokha District Planning and Development Board meeting held on January 28.
“All those members of the DPDB who attended the meeting and saw the bridge work, know that even 50% of the construction work of the bridge is not done, till now (January 2021). It is to apprise the readers that the work for this bridge was approved on the 6th June 2014, sanctioned and work order issued to M/S Pukhato Shohe & Sons, on the 21.11.2014, for an amount of Rs 24,52,20,000 (Rupees twenty four crore fifty two lakh twenty thousand).
“But after erecting only the left bank abutment and two pillars, the quantity of done is only about 30 %, the concerned Executive Engineer R&B (Dimapur Division) had paid the contractor Rs 18,49,73,074 (Rupees eighteen crore forty nine lakh seventy three thousand seventy four), which is 75% of W/O amount; and which amounts to fraudulent payment of bill without commensurate work. As per the work order, the target date of commissioning of the said bridge was 15.10.2016. Now after receiving 75% of payment and after more than six years (after issue of W/O), the work remains incomplete. After the Lotha Hoho filed FIR, the contractor had shown some activities; but the progress of work is going at snail’s pace and is unsatisfactory,” it stated.
According to the Lotha Hoho, it had inspected the bridge on September 11, 2017, May 25, 2019 and January 28, 2021, and found that more than half of the work remains to be done as only half of the runway slab is concrete so far.
The right bank abutment and half the bridge slab are yet to be constructed after having paid 75% of the W/O amount, it stated, adding that the contractor should complete at least the skeletal structure before claiming the final bill.
“The Lotha Hoho is given to understand that the Nagaland Express Highway Construction Committee (earlier NFHRCC) had several co ordination meetings with the contractor. But as per the present status of the work, the contractor remains casual. Although the bridge is located under Wokha district, the Express Highway is meant to benefit many districts, viz. Dimapur, Wokha, Mokokchung, Longleng, Mon etc, and even if the government spends thousands of crores of money for the highway, the road will not be useable without the bridge.
“The stretch of the Express Highway in each of the stakeholder districts are 39 km under Dimapur with one R&B Division, 135 km under Wokha with one R&B Division, 72 km under Mokokchung with two R&B Divisions, 38 km under Longleng with one R&B Division and 58 km under Mon with two R&B Divisions. The longest stretch is under Wokha and hence it is necessary to create one more R&B Division in the district, for more effective supervision and management of the road,” it added.


The Lotha Hoho urged the State Government, the Construction Committee and ACAUT to push for early completion of the bride or carry out inquiry and take necessary disciplinary actions (blacklisting, removal from service etc), if the work is not completed in reasonable time.
“The Superintendent of Police, Wokha, is also urged to reactivate the FIR for an authentic report, so that appropriate legal action can be initiated,” it stated. (Page News Service)
