“Staggered flow of fund” delayed HC construction?

DIMAPUR, JUNE 22: The newly-appointed Advisor to Law and Justice, Dr. Chumben Murry was informed that construction of the new High Court complex at Kohima has taken time due to staggered flow of fund.
A press release issued on Wednesday by the PA to the Advisor stated that Murry visited the under-construction complex with Department officials and contractor.
“It was learned that due to staggered flow of fund, construction has taken time but, nearly 75% of the structural works have been completed and that the main complex will ready before the end of this year”, it stated.
The Advisor was also informed that grant of separate High Court for Nagaland is expected to be tabled on the floor of the Parliament “in the coming sessions”.
Murry was told that repair and renovation of the old Court complex has been completed with construction of additional court rooms “capable of holding a full-fledged State High Court”.
Fifteen years ago, in 2007, the foundation stone for the new High Court complex at Kohima was laid by the then Chief Justice of India, KG Balakrishnan.
But alleged financial embezzlement has dragged the project till date.
On February 10 this year, the Kohima Bench of Gauhati High Court had directed the Special CBI Court, Dimapur, to issue summons to a number of Nagaland Government officials, first class contractors and some other individuals in order to facilitate the “expeditious disposal” of the case of alleged misappropriation of public money with regard to the construction of the new High Court complex.
On June 17, 2019, the CBI (Anti Corruption Branch), Imphal, had registered an FIR against 14 persons following an order passed by the Gauhati High Court on May 2, 2018, in a suo moto case of alleged misappropriation of public money with regard to the “snail-paced of construction works” at the new High Court complex at Kohima.
In July 2019, the accused persons had obtained anticipatory bails.
It was learned that charge-sheet against the accused persons were filed on January 11, 2022.
The the Kohima Bench of Gauhati High Court has asked the Special CBI Court, Dimapur, to take cognisance of it and issue summons to the accused persons for expeditious disposal of the case.
