Nagaland prepares for poll
Dimapur, April 1: Special Expenditure Observer for Nagaland and Arunachal Pradesh, DD Goyal arrived Dimapur on April 1 to take stock of the ground work that are being monitored in Nagaland for the upcoming Lok Sabha polls.
On arrival, the election official proceeded to 173 CRPF Battalion conference hall and conducted a meeting with Deputy Commissioner Dimapur, Commissioner Police Dimapur, Director Airport Dimapur, Additional Commissioner Excise, CO 173 CRPF, officials from Income Tax, banks, CISF and nodal officers for expenditure and monitoring team Dimapur.
In the meeting, Goyal apprised the members to be vigilant on the inflow of black money in the state in order to check the influence of money during the coming Lok Sabha elections. Citing past experiences where Nagaland was used for dumping cash during elections, Goyal reminded all the officials to be vigilant on the movement of private choppers. He also sought cooperation from the banks and asked them to provide daily information to the District administration on any unusual transactions based on real time.
Besides SBI, Goyal informed that cooperative banks and all other private banks have to give information of their daily transactions to the district administration till the election process are over. Observing that distribution of liquor and other contraband items are common during elections, Goyal advised the Excise department to continue to be alert on the flow of such items.
The special expenditure observer also mooted the idea for giving advertisements and placing hoardings with regard to the C- Vigil app, so that the message percolates down to the public at large. He encouraged all the officials to cooperate with one another and give their best efforts for successful conduct of the 17th Lok Sabha Elections.
Meanwhile General Observer of Lok Sabha Election 2019 for Dimapur District, Alok IAS, held a meeting with district administration and different nodal officers to take stock of the poll preparedness in the district at DC’s conference hall on April 1.
Various aspects relating to accessibility for voters with special needs, transportation, poll materials were discussed during the meeting.
DC & DEO Dimapur, Kevekha Kevin Zehol briefed the Observer about the district and its preparedness for smooth conduct of the Lok Sabha Election in the district. After the meeting the Observer also inspected the Strong Room in DC’s office.
Accredited journalists: Accredited journalists have been informed to obtain security passes from Commissioner of Police office Dimapur for covering Rahul Gandhi’s rally on April 3 at DDSC stadium Dimapur.
All concerned have been informed to bring along their accreditation cards issued by Government of Nagaland on April 2 during office hours.
Mokokchung: DC & Assistant Returning Officer, Mokokchung, Rajesh Soundararajan, IAS has notified prohibition of any form of campaign during period of 48 hours with effect on 9-04-2019 from 4 pm ending with hour fixed for conclusion of poll, 4 pm on 11-04-2019.
During the period, no person shall convene, hold or attend, join or address any public meeting or procession in connection with an election, display to the public any election matter by means of cinematography, television or other similar apparatus and propagate any election matter to the public by holding, or by arranging the holding of any musical concert or theatrical performance or any other entertainment or amusement with a view to attracting the members of the public.
Any person who contravenes the above provision shall be punishable with imprisonment for a term which may extend to two years, or with fine, or with both.
The DC directed all candidates and political parties to strictly comply with the same.
EVMS & VVPATs: DC & District Election Officer Mokokchung, Rajesh Soundararajan IAS has informed to all concerned that the commissioning and preparation of EVMs & VVPATs for the conduct of the forthcoming general election to the Lok Sabha 2019 and by-election to 26 Aonglenden assembly constituency shall be carried out from April 2 to 4 at Town Hall, Mokokchung. The preparation of the machines will commence at 9 am every day.
All contesting candidates and their political parties have been requested to be present or send their representatives to witness the same positively.
Zunheboto: A mass rally on accessible election for person with disabilities was held on April 1 at Zunheboto. The rally was held under the initiative of DC and DEO Zunheboto as part of SVEEP programme in collaboration with Social Welfare department Zunheboto. During the rally wheel chairs and T- shirts were distributed to the disabled persons.
AEO Zunheboto, Nathan Konyak demonstrated the use of EVM and VVPAT to the disabled persons.
Deputy Commissioner Zunheboto Shanavas C, IAS thanked all the people present at the programme and encouraged the disabled persons to be strong, confident and accept challenges.
Wokha: Under the initiative of the Superintendent of Police, Wokha, a one day training programme for the Wokha district Home Guards personnel drafted for the forthcoming Lok Sabha Election 2019 was held at Home Guards & Civil Defense district Office on March 30.
Resource person Circle Inspector, DEF, Wokha, Medosa Yoho briefed the personnel on general guideline for Lok Sabha, enforcement of Model Code of Conduct, general duties and responsibilities, guideline on ‘before the polling day’ for police/HG personnel, ‘Do’s and Don’ts and guidelines on return from polling station.
Longleng: The 2nd phase of training for polling personnel under Longleng district was conducted on March 29&30 at Government Higher Secondary School, Longleng.
The 3rd and final phase of training will be held on April 4&5 at GHSS, Longleng from 9 am.
SVEEP Week: Longleng District is observing SVEEP Week starting from April 1 to 6 under SVEEP campaign. EVM/VVPAT awareness for political parties and NGOs under Longleng was held on April 1 at EVM/VVPAT Sensitization Centre, DC office, Longleng and will be held at IRB Camp Chingtok on April 2.
Activation of Mobile Van, Deployment of VG truck for the purpose from Longleng HQ to Tamlu HQ will start from April 3. Signature campaign at ADC Tamlu on April 4; Distribution of poster and pamphlets on at election branch on April 5 and half marathon on April 6 from DC office to Phom Lampong, Phom Lampong to DC office, Longleng.
Tuensang: General Election Observer for Tuensang, Mon, Kiphire, Longleng and Mokokchung Ravi Jha visited Tuensang on March 31. The observer had a round of review of all the election monitoring cells at DC’s chamber. He also visited the Tuensang Town Chang Baptist Church and addressed the congregation on systematic voters’ education and electoral participation programme SVEEP.
He also attended the video conferencing where all the nodal officers of monitoring cells were also invited.
Meanwhile DC Tuensang, Mohammad Ali Shihab, IAS has directed all Heads of Offices, found absent from their place of posting, to report back and remain in their posting places with immediate effect failing which strict disciplinary action will initiated against defaulting officers as per provision of the law.
SVEEP bike rally: DC & DEO office Tuensang organized a bike rally as part of the Systematic Voters Education and Electoral Participation (SVEEP) campaign at an awareness programme on April 1.
ADC Tuensang, M. Chaitanya Prasad flagged off the rally from DC Office Complex comprising of Nagaland Motor Cycle Club Tuensang Chapter.
Kiphire: Polling personnel training for Kiphire District was conducted on April 1 at DBs Court, Deputy Commissioner’s Office, Kiphire for the polling personnel those who could not attend the previous training. This was done in order to ensure that the polling personnel are made aware of Control Unit, Ballot Unit, & VVPAT.
Pughoboto: ADC & DEO Pughoboto, K.Mhathung Tsanglao has informed to all recognized political parties under 13 -Pughoboto assembly segment that the commissioning of EVMS and VVPATs for the Lok Sabha 2019 will be carried out on April 2 at 9 am at the office of ADC & DEO Pughoboto. All recognized political parties have been directed to send their representatives for the same.
Jalukie: Expenditure Observer, LP Singh IRS conducted meeting with the DC Peren, ADC Jalukie and all the teams functioning under the Election Expenditure Monitoring Cell Peren on March 31.
The Election Observer enquired about the present status of EEMC Peren. He appraised everyone about the guidelines issued by the ECI regarding election expenditure. (Page News Service)
