PHED produces GS pipes worth  Rs 241.81 cr without inviting tenders

Kohima, September 21: The performance Audit Report of National Rural Drinking Water Programme in Nagaland has shown that Galvanised Mild Steel (GS) pipes worth Rs 241.81 crore were procured without inviting tenders by the PHE Department.
According to the report of CAG tabled in the House for the year 2016-2017 by Chief Minister neiphiu Rio in the just concluded session revealed that the performance audit of the National Rural Drinking Water Programme in Nagaland was conducted for the period 2012-13 to 2016-17.
The CAG reported that the Union Ministry of Drinking Water and Sanitation (MDWS) implement the programme through Public Health Engineering Department of the State Government. The programme was launched in April 2009 to ensure delivery of safe and adequate drinking water to the rural population (14.06 lakh as per 2011 census) of the State, it stated.
It stated that for the purpose of the audit, the office of the Chief Engineer, PHED, selected three out of 11 districts – Dimapur, Kohima and Tuensang and 6 out of 22 blocks and 52 schemes costing Rs 22.4 crore.
It stated that 24 out of 504 villages in the selected districts were jointly inspected while also adding that delay in release of funds received from Government of India ranged between one and twelve months during 2014-17 and the delay of release of State’s matching share ranged between 5 to 21 months.
During 2012-13, CAG stated that the Department purchased two vehicles at a cost of Rs 15 lakh and also incurred Rs 32 lakh during 2013-14 for conducting baseline survey on rural sanitation which was inadmissible under NRDWP.
The CAG detected that as per the Strategic Plan of MDWS, GoI, for 2011-22, 35 per cent of the rural households should have piped water supply within the household premises by 2017. However, as per IMIS data, out of a total of 3,13,509 households (March 2017) in the State, only 15,559 (4.91 per cent) had piped water supply connections within the household premises. Thus, the Department was not able to achieve coverage as targeted in the Strategic Plan of MDWS.
Pointing the irregularities in work execution, the CAG stated that out of 1048 schemes implemented in the three selected districts, 52 schemes in 24 selected villages executed at a cost of Rs 22.04 crore were jointly inspected.
Rs 2.67 crore was paid for three unexecuted works while Rs 0.61 crore was paid for three short executed works, 23 projects executed at a cost of Rs 2.37 crore were non-functional, it stated adding that two schemes worth Rs 2.14 crore reported as complete in March 2016 were incomplete as on July 2017.
On the Water Quality Monitoring and Surveillance (WQM&S), the CAG reported that in Nagaland, the State laboratory and 11 district water testing laboratories were not accredited to National Accreditation Board for Laboratories (NABL) as required under the NRDWP guidelines.
The State Laboratory Dimapur had the facilities to conduct tests for only 12 out of 78 parameters, required for conducting water quality tests, under the NRDWP, it stated adding that the extent of bacteriological and chemical contamination of water sources in the three selected districts was high.
On Field Testing Kits, it stated that 4,854 chemical and 2,43,383 bacteriological kits costing Rs 1.32 crore were procured during 2012-17. The Department stated that the kits were distributed to villages after providing training to Village Water and Sanitation Committee (VWSCs) members to handle the kits. However, details of the distribution and the training programmes conducted were not furnished by the Department, the report stated.
During beneficiary survey, representatives of VWSCs in 13 out of the 24 villages, covered under this PA, stated that FTKs were not provided and water tests in the villages were not carried out during 2012-17. This indicated that the distribution of FTKs to all villages was doubtful as also the training on their use.
The CAG further reported that the Department had established (during 2016) a State level water quality testing laboratory at Dimapur. The IMIS however, had not been updated to include the laboratory in its database and as a consequence the latest tests and other reports of the State level laboratory were not available on the IMIS. Various inconsistencies in the data maintained by the Department and the IMIS were noticed in Audit, the report added. (Page News Service)
