PDR alleges irregular  appointments in Tourism Deptt

Dimapur, September 23: Revealing details on irregular appointments in the Department of Tourism, the People for Democratic Rights (PDR) today disclosed that out of 7 officers appointed in the Tourism Department, 5 were appointed during the tenure of former Commissioner Secretary of Tourism and former Director.
The PDR said all five are the children of officers in the Tourism Department.
It stated that the entry point to the Tourism Department is Tourist Assistant, however, flouting all service rules, 2 Tourist Officers were appointed.
It also said the appointment bypassed all laid down procedures without getting mandatory P&AR department approval; NPSC clearance and finance department clearance.
Citing an RTI reply, the PDR said that Department stated that two files are missing in the Secretariat containing P&AR and Finance approval, which is itself a serious case and appropriate action should be initiated.
The PDR mentioned that the department flouted cabinet memo order no.CAB/2/2013 dated 12 may 2013 banning all contract and temporary appointment while the two tourist officers were appointed right after that on 4th June 2016.
PDR wondered how civil servants could supersede the highest executive decision-making body of state cabinet to accommodate their children.
Citing RTI reply, it said the department has furnished that there was no appointment made in the year 2016 in the official record. However, both the appointment orders were issued in 2016 which is highly questionable as being tampered and backdated.
The department in a query replied that no attendance register for the officers is maintained in the directorate; however, contradicting itself the department furnished the attendance sheet from a register where the above-mentioned appointees have entered their names at the end of the register in a serial manner.
This reply itself adds more suspicion that those appointees were appointed backdated, it added.
Stating that the AG, Accounts & Treasuries have also furnished that no pay slip or salary has been drawn since their appointments, the PDR questioned how could employees serve the departments for years after joining the service without salary and added it is a clear case of backdated appointment misusing the office.
The PDR said that the issue would be officially taken to the notice of the Governor.
It further said in the event, the Government of Nagaland or the Vigilance Commission do not initiate appropriate actions against the erring officers, the PDR would be compelled to take initiate legal recourse. (Page News Service)
