Dimapur, April 3: Chief Minister, Neiphiu Rio today said that People’s Democratic Alliance is committed to enhance the quality of life of the citizen.
Addressing the AhoDs & HoDs meeting at Secretariat Conference Hall, Kohima, Rio said the PDA Government came to power with lots of promises and without the support and cooperation of HoDs and officers all this promises cannot be achieved.
“We should not serve ourselves but collectively serve our people”, he said.
He called on re-inculcating work culture and maintain punctuality, working with accountability and transparency to fulfill the commitment and promises of the Government and improve and enhance the life of the people.
The role played by the entire Government departments is important, Rio commented, calling on setting a benchmark through appraisals of the activities highlighted in the Department’s website for transparency and accountability.
On the 91st Amendment of downsizing and restricting the appointments of Parliamentary Secretaries and the question of office of profit, Rio said Advisors were appointed in various departments after thorough consultation with legal luminaries. Their talents, expertise and experience would contribute towards the development of the departments, he said and urged all the departments to extend their fullest cooperation to the Advisors.
He further said non-settlement of some symbolic issues has been prolonging the Naga Political issue even after dialogues and peace process for over 23 years.
Sooner or later settlement will come, he said calling on the unity of the Nagas for the same to happen.
He further apprised that the Centre for Peace and Non Violence would be created, for the same purpose. The centre will be headed by Non-Governmental intellectual, experienced, unbiased, someone who will come above individualism, tribalism, and someone who will work with Nagaism in mind, he said. The PDA government will assist and actively facilitate on the ongoing political process, he added.
He also asked every department to set a target and follow the same as a challenge, touching the issue of good governance.
He urged all Government servants to link their service with their Aadhaar card to do away with ghost employees or double or triple employees.
On removing, the VIP culture Rio expressed happiness that the elected representative and Government officials including the churches and civil societies have been cooperating with the Government.
Commenting on road repairs and potholes, Rio said road is the face of the state. He said Rs 50 crores have been sanctioned for immediate repair of roads in Kohima and Dimapur, which would be done by the concerned department.
Cautioning the department deliver quality works, he pointed that any concern citizen can file complain or report if the works are not up to mark.
He apprised of the proposal to create a special road from Secretariat to Assembly, which would also start soon. He assured monitoring of the ongoing four-laning works between Kohima and Dimapur.
Technical Committee and High Level Committee headed by the Chief Minister has been set up to ensure timely completion of big ongoing projects, Rio said. There would be annual assessment of every Government Department basing on which, a department would be evaluated awarded as best performing or worst performing department, he added.
He also stated that very soon the common minimum program of the PDA government will be released. Rio also highlighted on many other issues including the Investment and Developmental Board, public grievances cell, economy, women issues etc. He mentioned that more importance to be given to sports and engage more of our youth in sports activity. Also to recognize and respect legendary T. Ao, foundation stone would be laid in Dimapur by early April.
He further said that UPSC qualified written candidate would be given professional coaching, besides excursion tour at Delhi for selected students every year. He also said that students studying outside would be given Rs 5 lakh in the event of unfortunate death.
He emphasized that with the help of Civil Aviation policy and Regional Connectivity of Northeast, Kohima would soon build a short run away for connectivity. He also said that Australian Private Company Cooperate Social Responsibility is going to provide aircraft and build a short run away of 50 kms free of cost.
He mentioned that this project have been put up in the near future short run away connectivity will be provided in all the district.
He also stated that JNRUM will be transformed to transport and will use as town bus in Dimapur particularly from Chumukedima to Dimapur.
He also stated that the departments taking up the projects in ENPO area should be highlighted so that the departmental activities be known.
Addressing the meeting, Deputy Chief Minister, Y. Patton congratulated Chief Minister, Neiphiu Rio on been elected as the 13th NLA, he believed that under his dynamic guidance and experience leadership our state will witnessed changes and progress.
