Kohima, March 26: The Finance Department in an office memorandum has directed departments to obtain drawal authority from the Department scanning or mobile and forwarded by the administrative heads of departments to the email address and Whatsapp.
The memorandum said pages may include the proposal letter of the HoD containing the necessary details and the Annexure prescribed to accompany all expenditure proposals signed by the HoD and countersigned by the AHoD.
“All Administrative Heads of Departments are requested to keep ready in advance sanction orders of all the files submitted to Finance Department to avoid waste of time. These sanction orders may be forwarded to the Treasury upon receipt of the Drawal Authority issued by Finance Department”.
Also to ensure fast processing of files with minimal interface, departments have been asked to forward the email IDs of the AHoDs and HoDs immediately to the email and Whatsapp number indicating name, designation and department. The Principal Director of Treasuries and Accounts has been asked to compile a list of email Ids of all Treasuries and Sub-Treasuries including that of the Directorate of Treasuries and forward them to Finance Department by today.
“In the event any department is unable to issue sanction order for any drawal authority for unforeseen reasons, the same may be intimated to the Finance Department immediately by email along with brief reasons to be recorded in writing to ensure that the amounts are booked into CD and not allowed to lapse” the memorandum informed.
Further all concerned have been asked to take note that since the Treasuries are now functioning in a partial online environment and since banks are fully online all expenditure has to be compulsorily booked and passed for payment on March 31, failing which they will lapse. The Finance Department informed that to avoid such situation the information prescribed may be expedited immediately.
Special Secretary Finance, V. Kezo said in view of the COVID-19 pandemic and resultant restrictions in movement of the public the Department has found necessary to make certain modifications in the manner in which files can be submitted to the Finance Department to ensure that budgeted funds do not lapse.
