Kohima, July 20: Appointment of Union Government’s Interlocutor R N Ravi as Governor of Nagaland has come as a surprise for many.
The surprise announcement of the Centre to appointment Ravi as a Constitutional Head of the State has generated apprehension among the people, as well as, people who are engaged in a political dialogue to hammer out solution to the vexed Naga political problem. Appointment of Ravi has raised some doubts as he has been assigned with new responsibility before the completion of the Naga talks, which is in a crucial stage.
The former Intelligence Chief and Interlocutor being sent to Nagaland could be a signal that Naga peace process is in a final stage, but some have questioned the motive of the Union Government.
After Ravi took over as the interlocutor there has been progress in the negotiation between with the National Socialist Council of Nagalim (Isak-Muivah) and other Naga groups. But in doing so, shifting him for another assignment has raised several questions.
The Naga Hoho said appointment of Ravi speaks volume of Naga political talks and expressed optimism that solution should not be far away.
Hoho President, Chuba Ozukum observed that appointment of Ravi as Governor could be a signal of Naga political solution which may be round the corner.
But at the same time he also expressed apprehension that to have a new interlocutor at this juncture may delay the solution. “The question is whether there will be provision to allow Ravi to hold dual posts albeit the role of Governor and Interlocutor has vast difference,” he said.
Naga Mothers’ Association (NMA) while welcoming the appointment of Ravi expressed hope that it would be in the best interest of peace and the Naga people.
Also some people were of the view that sending Ravi to Nagaland would be to have further discussions with the Naga people to reach for a consensus on the impending solution. Others say this may not come as a good sign for the peace process as Home Minister, Amit Shah would appoint only hardcore RSS people as their ideology stands for one country one flag and one constitution.
NSCN (IM) has also expressed apprehension with the shifting of Ravi as he was working closely with them and understood the nitty-gritty of the issues. “If the Government of India has removed the man who could understand the problems of both parties and has been trying to solve the issue, we cannot expect good things,” a senior NSCN (IM) functionary opined.
The much hyped Framework Agreement of August 3, 2015 has also delayed the solution. When the framework agreement was signed there was much hope from the NSCN (IM) for an early solution. The leadership of the group had even appreciated the BJP led NDA Government for being sincere and committed to resolve the issue unlike the Congress.
There has been no official contact between Ravi and the NSCN (IM) since March last. (Page News Service)
