Naga Council Dimapur on its inability to hold AGM

In order to clear the air about the recent media reports for the tenure of Naga Council Dimapur Councilors, the Naga Council Dimapur (NCD) wishes to highlight the series of events that led to its inability to hold the Annual General Meeting (AGM) as per schedule. The Naga Council Dimapur called a Consultative meeting with tribal Presidents on 10th March 2020 at Council Conference hall and unanimously taken a decision to complete all officials formalities including induction of new office bearers 2020-2024 tenure on or before 31st March 2020. As such Naga Council Dimapur Annual General Meeting (AGM) was scheduled to be held on 25th March 2020 and that handing taking ceremony was also scheduled to be held on 31st March 2020. Circulars were also dispatched in this regard, however due to COVID-19 pandemic and nationwide lockdown announced on 24th midnight March 2020. At the same time Naga Council office premises located at Church road towards Murgipatti wholesale area, New Market and Hongkong market was sealed for 28 days for which NCD’s Annual General Meeting was postpone by default.
Due to the uncertainty of the lockdown period and mid May 2020 again Central and state government re-announced lockdown extending upto 30th June 2020 and again 17th July 2020. Therefore, the NCD’s executive team approached the District Administration vide letter dated 18th May 2020 seeking permission to hold the Annual General Meeting. However, the permission was denied citing lockdown norms and SOP vide DC letter No.DCD-7/COVID-19/medical/2020-D/3070 dated 25th May 2020.
On account of relaxation of lockdown norms, the state govt. invited Naga Council Dimapur headed by Commissioner & Secretary Agriculture Shri.Y.Kikheto Sema on 24th May 2020 at Saramati Hotel, appealed the Naga Council to complete the New Cemetery within 15 days in connection of covid-19 death case. Accordingly, NCD completed the development work at New Cemetery within its stipulated time and went ahead New Cemetery inaugurated by Shri.G.Kaito Aye, Minister Agriculture and burial place dedicated by Rev.M.Lonlong Konyak, Konyak Baptist Church Dimapur on 1st July 2020.
Simultaneously, an Annual General Meeting was held on 4th July 2020 at Conference Hall with all precautions taking into accounts the seating distance, face mask and sanitization. And as per mandated by the constitution, the meeting also resolved that induction of office bearers for 2020-2024 tenures of Naga Council Dimapur shall be setup on the basis of Constitution of NCD and also this was adopted and resolved to setup a commission by way of nomination of office bearers for next tenure by way of conventional decision approved by voice vote in the meeting.
The house also resolved to appoint 5 (five) members Search/Selection Commission among the Senior Councilor representing one member each from 4 Zone and NCD President shall be ex-officio and that the installation and taking over by the new team is scheduled to take place on 11th July 2020 at NCD Conference Hall.
The Naga Council Dimapur was established in 1949 with the vision to foster brotherhood among various Naga tribal bodies, Non-Naga’s settled in Dimapur district. The Naga Council Dimapur (NCD) has its own established constitutional duties and responsibilities, which functions as an entity with set of rules and regulation different from other bodies.
COVID-19 pandemic has wedged everyone unprepared and perplexed and NCD is no exception amidst this section of local bodies alleging the incumbent office bearers selfishly holding its position is unprecedented and uncalled for.
