Dimapur, Friday 26: Along with the rest of the State, Dimapur also conducted mock drill exercise simulating 8.4 on Ritcher scale with the involvement Dimapur DDMA and all the stakeholders.
Improvising upon last year’s NEPEx exercise which was basically pre-planned, this year the mock drill exercise in Dimapur was done on the spot projecting real live happening situation. No prior traffic arrangements were made and the SDRF / rescue teams were also assigned their tasks on the spot from the staging areas, where all the resources were kept ready.
Earlier, as soon as the siren sounded at 10 a.m. DC Dimapur Sushil Kumar Patel called an emergency meeting at the Emergency Operation Center (EOC) located at the Deputy Commissioner Dimapur officers and briefed all the officials and stakeholders for carrying out their tasks in the staging area where ADC Dimapur Sara Jamir was the Incident Commander. The mock drill was conducted to assess the level of preparedness of the district in the event a disaster strikes.
In Dimapur, the drill was conducted in three different places i.e., in a residential complex in Notun Bosti, in City Kart shopping mall and in St. Mary Montessori School.
In St. Mary Montessori School, the students, teaching and non-teaching staff showed required agility and presence of mind during the drill. The students expressed that it was a learning experience and they are now better equipped for any such natural calamity that may befall in the future.
Later, after the conduct of the exercise, debriefing was held in DCs conference hall Dimapur, where ADC Dimapur, Sara Jamir observed that the mock drill was better than expected yet remarked that the level of preparedness was not up to the mark when compared to a real live situation. She was of the opinion that the wireless system needs upgradation in certain areas. She also advised all the departments for updating the available resources and machineries so that planning and coordination could be worked promptly in the event of a disaster.
The observers for Dimapur district commented that the mock drill was a huge success and lauded all the units for carrying out their tasks with professionalism. They also observed that the performance of the Medical department as outstanding.
Kohima:
Nagaland Emergency Preparedness Exercise (NEPEx) was organized by Nagaland State Disaster Management Authority (NSDMA), in collaboration with National Disaster Management Authority (NDMA) today.
The mock drill started off with ringing of the siren in the State Capital at 10: am. All the disaster management forces across the State Capital geared up to contain the damages caused by 8.7 Magnitude Earthquake.
After the siren sounded, immediately people in schools and institutions/ offices responded by method of Drop, cover and hold for two minutes until the siren was sounded for the second time. Similarly the stakeholders vacated to safe places (Pre-Identified Safe Zone) covering their heads with their hands or any hard object.
NEPEx is the State wide Emergency exercise of NSDMA. Nagaland lies under Seismic Zone and is vulnerable to many natural calamities such as Earthquakes, Landslides, Flash floods, Thunderstorms, Windstorms, Forest fire etc. NEPEx is organised annually during different seasons of the year to acclimatize and build resilience to different extreme weather throughout the year.
The mock drill will support the development plans for rescue and relief measure, developing local warning and evacuation plans, mobilizing and organizing resources in building practical Standard Operation Procedure (SOP) for disaster management in the State.
The state staging area of the mock drill was at Solidarity Park below Civil Secretariat and the District staging area was at Kohima village ground below Don Bosco Kohima.
Senior officials from all the important departments such as NDRF, Health, Police, Fire fighting, Information & Public Relations, Transport etc attended the exercise.
Zunheboto: Along with other districts in the State, a mega mock drill was conducted in Zunheboto today. The programme was organised by Zunheboto District Disaster Management Authority (ZDDMA) under Nagaland emergency preparedness exercise (NEPEx).
Departments who took part in the drill included administration, District Planning, RD department, District Agriculture Office, District Welfare Office, Police, Medical, Food and Civil Supplies, NIC, NST, Treasuries and Accounts, Land Records and Survey, Election , Home Guards and Civil Defence, State Disaster Response Force, District Transport Office, DPRO, 111 BSF, 5th Assam Rifles Zunheboto, Fire Services, PHED and PWD(R&B), Project colony youth volunteers, Government Higher Secondary School, Olympic Higher Secondary School.
Khenito Chishi, District Commandant, Home Guards and Civil Defence was the Operation Section Chief, Observers Report was given by Lhokiye Yepthomi, DESO Zunheboto. The drill was exercised simulating the 8.7 magnitude earthquake and its aftermath at five locations in Zunheboto town.
Phek: An emergency operation centre (EOC) consisting of logistic section, planning section, operation section and incident command post was set up at Phek Local Ground for the exercise.
Mock drill demonstration was conducted at different locations namely Bible Hill Colony Junction, Church junction Bethany-I Colony, Mission Compound Colony, Govt. Hr. Sec. School and Deputy Commissioner Office compound, Phek, where emergency response team were send to carry out procedural search and rescue evacuation of casualties to the nearest medical centre.
Wokha: Along with the rest of the state, Wokha district also conducted mock drill at four locations, namely Mt.Tiyi College Wokha (Building collapse), Police point (Building collapse), Little Angle School (Evacuation drill) and WTC Shopping complex (Fire incident).
Siren was sounded at 10 am to signal the starting of the drill, after which the Community First Responders (CFRs) reported about the incidents to the officers present at the Emergency Operation Centre. Personnel from SDRF team and Fire & Emergency Services department reached at all the pre-identified location to carry out rescue and operation works assisted by the police, Assam Rifles, Medical team, CFRs and Trainers of Trainees (TOTs). 24 numbers of SDRF and 8 personnel from Fire department were present at the different locations to carry out the rescue and evacuation operation.
At Police point (building collapse) 10 casualties were identified out of which one died, 4 seriously injured, 4 with minor injuries and one waking wounded. At Little Angle School (BC) 3 schools students were rescued with minor injuries. Mt. Tiyi college and WTC shopping complex 10 numbers of casualties were rescued after which the patients were shifted by ambulance to local ground where a camp was set up to treat the casualties.
Longleng: Despite shortage of manpower and machineries, Longleng district conducted NEPEx (mega mock drill) on earthquake and outbreak of fire today along with the rest of the district. The mock drill was conducted at St. Joseph School and Phom Lampong School for earthquake while Treasury office for outbreak of fire.
After the siren alarm was blown the line departments along with required machineries, equipments, items and manpower rushed to the local ground to take note of the prevailing situation. They setup their respective emergency camp to provide relief, shelter and first aid to the fire and earthquake victims. The Incident Commander & ADC Longleng, Temsuwati gave an emergency briefing to the rescue team and informed them about the three locations badly affected by the disaster. The Fire & Emergency Service along with ambulance rushed to Treasury office to dose off the fire and liberated the fire victims while the Police and 12th NAP (IR) rushed to Phom Lampong School and St. Joseph School and rescued the student victims. The rescue operation teams rushed back to the staging area setup at local ground to provide all necessary facilities to the victims.
Peren: The Peren District Disaster Management Authority successfully conducted State wide mega mock drill at Peren town.
The mega mock drill enacted an 8.7 magnitude earthquake. The drill began at 10 am. The incident response system, operation, section, the planning section and the logistic system swung into action after a briefing by the responsible officer at the ADC office. The emergency operation centre (EOC) was setoff at the local ground Peren. The enactment show road blockage from Jalukie to Peren, Peren to Tening and Jalukie to Athibung. The total casualty as per the enactment and mock drill was; severely injured – 62, minor injured – 39 and the death reported – 50. Relief section distributed 200 bags of rice and 400 bottles of mineral water.
Tuensang: District Disaster Management Authority, Tuensang successfully conducted Nagaland Emergency Preparedness Exercise (NEPEx) with Government agencies, schools and collages and public. The mock drill was carried out by simulating an earthquake of 8.7 magnitude Richter scale with a scenario of mass causality at bazaar area, fire and building collapse at Agri Office, high rise building rescue at Youth Resource Office, search and rescue at residential area and school evacuation drill.
After the compilation of drill, a debriefing session was held at staging area and chaired by EAC (Dev) Tuensang, Tsidi where closing remarks was given by Deputy Commissioner and Chairman DDMA, L. Jamithung Lotha.
Mokokchung: As part of the Nagaland Emergency Preparedness Exercise (NPEx), mock exercise was carried out in Mokokchung simulating an earthquake of 8.4 magnitude resulting collapse of building and number of casualties in different locations.
Stationing at Imkongmeren Sports Complex as Emergency Operation Centre (EOC), mock drill on rescue operation was carried out in four locations in the Town, Edith Douglas Higher Secondary School, Longkumer Kilem, Alempang Ward and Post Office Area.
ADC Mokokchung W. Manpai Phom, who was the Responsible Officer (RO), during the debriefing thanked all the departments, response teams, student volunteers, ward authorities, stake holders and the Assam Rifles for their contribution in making the exercise a success.
Mon: Scenario of emergency preparedness exercise was initiated by the District administration and the entire line departments under Mon.
The drill was conducted in following location and places: Government Higher Secondary School, St. Mary School, District Hospital, Lucy’s shopping Complex, Police Church, NST garage, Wangkhao college, DRDA office and Phomching & Aboi Sub-division.
Staging area was set up at Local Ground, Relief Camp at Badminton Stadium, Helibase at Helipad and at DBs court. Incident Command Post, Operation Section, Planning Section and logistic Section were set up.
Kiphire: The NSDMA in collaboration with DDMA (Kiphire) and concerned departments successfully conducted the NEPEX Mock drill on at helipad ground.
The mock drill was conducted on four locations Loyola Hr.Sec.School, District Agriculture office, Kiphire Town council building and in private residential building.
The NEPEX Mock drill began with an emergency siren at 10 am, where people responded by way of drop, cover and hold for two minutes and the exercise lasted for two hours. About 200 SDRF personal and 200 volunteers from various schools, departments, Bharat Scouts &Guides and volunteers from NCC Zisaji Presidency College participated in the exercise and thousands witnessed the mock drill.
