Mishra-NSCN (IM) parley likely at Camp Hebron

KOHIMA, APRIL 18: A historic meeting between the emissary of Union Government and the National Socialist Council of Nagalim (Isak-Muivah) is expected to take place at latter’s Council Headquarters-Camp Hebron, some 30 Km from Dimapur city.
An NSCN insider said the Central Government’s Interlocutor, AK Mishra, who arrived at Dimapur today, would sit across the negotiation table with the NSCN leaders at Camp Hebron ~ an effort to break the impasse. The NSCN would be led by chief negotiator and general secretary, Thiungaleng Muivah. He would be the first ever representative of India to hold political parley inside the camp of NSCN.
Camp Hebron was first officially recognized as a designated headquarters by the Centre when truce was signed with the NSCN in 1997.
This arrangement could have been made due to the ailing health of Muivah.
During the latest round of talks, Muivah was expected to be assisted by his senior lieutenants.
The first Naga talk was held at Dimapur ~ nearly two decades ago ~ when Union Minister Oscar Fernandes was heading the team of Ministers on Naga political issue.
Meanwhile, a senior NSCN functionary asserted that talks can only progress if the Government of India affirmed and committed to the Framework Agreement of August 3, 2015. He said NSCN will not accept altering of Framework Agreement and that they are ready to face any eventuality adding that solution should be based on Framework Agreement. But the NSCN leader regretted that the Centre was trying to undo the Framework Agreement and re-arrange the 16-Point Agreement which gave birth to Nagaland State.
Recently the NSCN said they will not be part of the NNPGs solution (Naga National Political Groups) accusing the Central Government of offering a re-edited 16-Point Agreement.
The NSCN has been insisting on separate flag and constitution ~ the demand the Centre has rejected. Apart from meeting the NSCN, Mishra is also likely to meet other outfits and State political leaders.
On Monday, after his arrival at Dimapur, AK Mishra held meeting with the Naga Hoho and the Nagaland GB Federation at Chumoukedima.
