LS bye-election related information from districts; Polling personnel trained at Kohima

Dimapur, May 14: The first round training for the presiding officer, 1st polling officer, 2nd polling officer, 3rd polling officer, additional polling officer for VVPAT, IV Grade staff was held at Kohima College Auditorium, Kohima on Monday.
SDO (C) Jakhama, Alemyabang spoke on the EDC (Election Duty Certificate) for the service voters and said that EDC will be available to those service voters who are enrolled in Kohima District electoral roll only. He informed that the documents required for EDC are duty detailment slip, service ID card along with one Xerox copy and epic card issued by the concern department. He also mentioned that in order to avail the EDC one has to fill up the form No 12 A and added that the last date for submission is on May 18.
Deputy Commissioner & District Election Officer, Rajesh Soundararajan, IAS directed all the polling personnel detailed for election duty to attend the training and inform that necessary action will be taken against the absentees as per the Representation of the People’s Act 1950 & Conduct of Election rules 1961. He also directed all the concerned officials who had applied for exemption from election duty on medical ground to appear before the medical board at Naga Hospital Authority Kohima (NHAK) on May 16 at 10 am and added that no further application will be accepted after the due date.
Project Officer, Labour Department and Master trainer, Chubayanger briefed about the roles and functions of each officer entrusted for election duty and added that EDC are used for casting votes of those officials who are engaged in election duties.
The 1st round for the 2nd and 3rd polling officer will also be held on May 15 and the 2nd round training for the presiding officer, 1st polling officer, 2nd polling officer, 3rd polling officer, additional polling officer for VVPAT will be held on May 19, followed by a 3rd round on May 22 for presiding officer, 1st polling officer, additional polling officer for VVPAT and 2nd polling and 3rd polling officer on May 23 at the same venue respectively.
Requisitioned vehicles
The DC & Assistant Returning Officer Kohima, Rajesh Soundararajan has informed all concerned Head of Department/officers/drivers under Kohima District whose official/attached vehicles have been requisitioned for election duty for the forthcoming bye-election to the Nagaland Parliamentary Constituency 2018 to report at local ground, Kohima on May 21 without fail. The vehicles in good condition along with driver should report as directed above.
In an order, the DC warned that action will be initiated as per provision of law for non-compliance against erring officers and drivers.

Dimapur: A meeting of the Standing Committee of Model Code of Conduct (MCC) Dimapur was held on May 14 at the Deputy Commissioner’s Office Dimapur in connection with the conduct of by-election to Nagaland Parliamentary Constituency 2018.
In the meeting, ADC Dimapur, Sara Jamir appealed to all the political parties to follow the guidelines of MCC and not to violate the guidelines for ensuring peaceful conduct of elections. She also reminded them to take prior permission from the MCC standing committee for holding meetings, rallies and other political activities. She further informed the political parties that the committee would be monitoring the political activities within the limit prescribed in the MCC.
Assistant Commissioner Police, Dimapur, Chinese Chakhesang while maintaining that although it is going to be a state wide elections, yet both the candidates are based in Dimapur, and urged all concerned for keeping the elections peaceful. “Like the last elections let us hope that everything remains peaceful,” the police official said.
In the meeting, Assistant Election Officer, Rolland Merry reminded the political parties to go through the MCC guidelines. He further apprised them that prior permission has to be obtained for printing of pamphlets and posters and also for providing the details of the publisher.
Payment of hire charges: DC&DEO Dimapur, Sushil Kumar Patel has informed that payments for hiring charges for vehicles requisitioned for the conduct of assembly election 2018 for Dimapur District will be made from May 16 to 18 from 10 am to 3 pm at DC’s office (Cashier Room).
All concerned have been informed to come with the requisitioned order and other necessary documents and collect the hiring charges.
Peren: DC & DEO Peren, Smita Sarangi, IAS has informed all polling personnel that the first round of training in connection with the ensuing election to the Nagaland Parliamentary constituency 2018 will be held on May 17&18 at GHSS Peren Town from 9:30 am onwards.
The DC warned that strict action will be taken against those polling officers who fail to attend the said training.
Zunheboto: Deputy Commissioner Zunheboto has directed all polling personnel to attend the training for the forthcoming Parliamentary Election 2018 without fail. He informed that stringent action will be initiated against wilful absentees.
For presiding officers and 1st polling officers, the 1st phase training will be held from May 15, 2nd phase on May 22 and the 3rd phase on May 24. Training for the 2nd, 3rd & 4th polling officers will be given on May 16, 23 & 24. Trainings will be conducted at Government Higher Secondary School Zunheboto.
All polling personnel have been directed to submit two passport size photographs during the 1st phase of training.
For women polling officials and all categories of polling officials (i.e. PRO, 1st polling, 2nd polling, 3rd polling officials), a combined training will be held during the 1st and 2nd phase i.e. on May 15 and May 22.
Medical Board
In view of the forthcoming bye-election to, the District Level Medical Board Zunheboto has been constituted with the following members for examining applications/cases received for exemption on medical ground. The board members includes Vekhoyi Chakhesang, ADC as convener, Dr. C.W Tungoe, Medical Superintendent Zunheboto as member-secretary, Dr. Hoito Sema, Deputy Chief Medical Officer and one more medical officer to be nominated by CMO Zunheboto.
The medical board will have its sitting on May 17 at 11 am, at the ADC’s Chamber, Zunheboto.
Mokokchung: Deputy Commissioner & Assistant Returning Officer (ARO) Mokokchung, Sachin Jaiswal, IAS has informed that all Government vehicles in the district have been requisitioned for the conduct of by-election to one Parliamentary Constituency for Nagaland 2018.
In this connection, the DC informed that the vehicles in good running condition along with driver should report to the transport committee at Imkongmeren Sports Complex on May 25 at 10 am.
Payment of hire charges
Assistant Election Officer, Mokokchung, Alila Chang has informed all private vehicle owners that payment of hire charges in connection with the recently concluded general election to the legislative assembly will be disbursed from May 15 to 17 at Election Office during office hour.
Mon: In view of the by-election to the l-Nagaland Parliamentary Constituency, and in accordance with the guidelines issued by the Election Commission of India (ECI) to ensure the conduct of peaceful, free and fair polls and maintenance of public order, District Magistrate, Mon, K Thavaseelan, IAS has prohibited the carrying of licensed arms/weapons within the jurisdiction of Mon district.
All licensed arms holders have been directed to deposit their arms at the nearest Police Station on or before May 20. However, carrying of licensed arms for the purpose of verification at the nearest police station or deposition of the same is exempted from the purview of this order. This order will come into force immediately and will stand till the completion of the election process.
The word “arms” shall have the meaning assigned to it in Section 153AA of The Indian Penal Code, 1860.
Pughoboto: ADC & District Election Officer Pughoboto, Avelu Ruho has appointed presiding officers & polling officials 1,2,3 & 4 (VVPAT) for bye-election to the Nagaland Parliamentary Constituency 2018 and also directed them to attend the trainings without fail. No applications for exemptions will be entertained unless the cases are cleared by the medical board on May 18, she informed.
Round 1 trainings for presiding officers & polling 1, will held at 11 am at ADC Office and polling 2, 3 & 4 for VVPAT will be held at Town Hall at 11 am on May 19 and the Grade IV attendance will held on same day (May 19) at ADC office at 11 am. Round 2 trainings for presiding officers, 1st, 2nd, 3rd polling officials and polling for VVPAT and Grade IV will held at local ground, Pughoboto on May 23.
Medical Board: A medical board has constituted to look the applications for exemptions from election duty on medical reason and also look into the welfare of the polling personnel /CAPF on election duty under Pughoboto. The board will sit on May 18 at 11 am in the ADC & DEO office Pughoboto. The medical board convenor is Dr Philip Kent, SMO Pughoboto, and members are Dr Khaili, MO, PHC Ghathashi and Dr Alvis A.Chikhe, MO, CHC,Pughoboto.
