DIMAPUR, SEPTEMBER 19: Nagaland Lokayukta has dismissed the complaint submitted by Vicca S Aye against Deputy Chief Minister Y Patton, terming the complaint as “devoid of substance in absence of any prima facie evidence to connect him (Patton) with such allegations and to engage the attention of the Lokayukta any further.”
“The complaint has been submitted in haste with deficient facts. The Lokayukta is not supposed to indulge in roving enquiry with a view to fish out materials and evidence to prove non-specific, bald and omnibus allegations made in the complaint. Thus, the complaint deserves to be rejected and is accordingly dismissed,” said Nagaland Lokayukta Justice Uma Nath in a 31-page order issued on September 18.
In the complaint, Vicca S Aye, among others, has sought inquiry against the misdeeds and abuse of powers by Patton, inquiry into maladministration prevailing in the Police and Home Departments, etc. He had requested that the inquiry be conducted by the CBI or someone of impeccable credentials and integrity since Patton is a serving Deputy CM and is likely to use his influence and power to dictate the course of investigation.
On misdeeds and abuse of powers by Patton, the complainant had cited a speech by the DyCM in which he allegedly said he can “manipulate” the NPSC examination, appointments in Police Department, and “misappropriation by forgery” an official vehicle – a Fortuner and getting it registered in the name of his son from virtually the date of its procurement, etc.
In his reply, Patton termed the complaint as “baseless and false” and ex-facie motivated and malafide.
