Lockdown not a pre-planned decision

Dear Madam,
It is really perplexing to make out why 21 days lockdown was announced in the same fashion as it was done at the time of demonetisation giving people almost no time to settle down. The reason for a short notice to cancel 1000 and 500 rupee notes was to make those who had black money off-guard. But why had exactly the same short-notice-shocker been adopted in this case? It cannot be said that this was done to make Coronavirus off-guard, can it?
The impact of such unplanned hurried notice was disastrous and made a complete mockery to social distancing norms. Over crowding and complete chaos were staged at the bus stations in Delhi as thousands of migrant workers had to rush to their homes. The result of such over crowding can easily explode the number of Covid-19 victims.
Moreover, it made migrant labourers suffer from tremendous trauma and torture. They ~ some with babies on their shoulders ~ started walking hundreds of kilometres to reach their respective homes as they got from their employers quit orders. Failing to get transport, they started walking. This could have been avoided if the lockdown was a pre-planned decision giving people breathing time to settle down.
