Leaking Cabinet memo is punishable, CS warns

DIMAPUR, OCTOBER 12: Chief Secretary J Alam has warned that circulation of Cabinet memoranda, Cabinet agenda and minutes of Cabinet meetings on social media is a serious violation of rules and an offence under Official Secrets Act.


In an order, Alam reminded that Cabinet memoranda, agenda for Cabinet meeting and the minutes of Cabinet meetings are secret documents and must not be handled by unauthorised persons and non-officials.
“The agenda and the Cabinet minutes are circulated by the Cabinet Cell under sealed cover through the office of the Cabinet Ministers and the Advisors concerned”, he said.
The Chief Secretary requested all Cabinet Ministers, Advisors and Heads of Administrative Departments to issue proper instructions to the responsible officials attached to them that the Cabinet memoranda, Cabinet agenda and Cabinet minutes should neither be circulated through any social media platforms, except through official e-mail in case of urgency, nor to any unauthorised persons/non-officials.
