Govt. notifies revised SOP to enter Nagaland

DIMAPUR, JULY 16: The Government of Nagaland on Friday notified that all returnees and travelers entering the State of Nagaland shall undergo COVID-19 screening test at Points of Entry (PoE) – Dimapur Airport, Dimapur Railway Station (haltage of only long distance trains), New Field Check Gate & Dillai Gate (Dimapur); Khuzama (Kohima), Tsutapela & Watiyongpang (Mokokchung); Naginimora & Tizit (Mon), Bhandari (Wokha) and Lanye Junction & Akash Bridge (Phek).

In a revised SOP for returnees and travelers entering Nagaland issued today, State Chief Secretary J Alam notified that all travelers/returnees entering Nagaland should be asymptomatic and shall be required to produce a COVID-19 vaccination completion certificate or provisional certificate for COVID-19 ~ 1st dose and 15 days should have passed after taking the 1st dose ~ in soft or hard copy or SMS from AX-NHPSMS at the PoE.
Returnees/inbound travelers including tourists, who are asymptomatic and fully vaccinated (taken both doses), will not be required to be tested for COVID-19 at the point of entry and they may not be required to quarantine.
Those who have taken only the 1st dose and at least 15 days have passed since taking the dose and are asymptomatic will also not be required to be tested but will be required to quarantine for 7 days.
For all those who are symptomatic, or have not taken any single dose of the vaccine, or taken the first dose but less than 15 days have passed since taking the vaccine, will be required to undergo testing for COVID-19 on payment as per Government approved rates and further undergo quarantine for 7 days. The person(s) who need to be quarantine shall furnish an undertaking at the PoE.
The SOP asked the concerned DTF to put in place a mechanism for facilitating testing and paid quarantine. Home quarantine may be permitted if there are provisions for separate room and toilet.
In case of travelers arriving Nagaland by road/air/train and is a transit passenger and directly traveling onwards to any other NE State, should have a negative COVID-19 test result through RT-PCR/TrueNat/CBNAAT, with the swab for test taken not earlier than 72 hours of entry into Nagaland or COVID-19 vaccination completion certificate or provisional certificate for vaccination, and should also satisfy the requirements of the SOP of the final destination State, failing which the person will not be allowed to enter Nagaland.
Further the person concerned should be asymptomatic and must produce ticket for the onward journey or proof of self arranged vehicle; proof of address in the other State and observe COVID-appropriate behavior and norms at all times.
In case of any person who cannot undertake onward journey, or is unable to get back because of non-fulfillment of the requirements of the SOP, he/she shall be required to undergo testing for COVID on payment and mandatory quarantine in a paid facility in the State.
There will be no exemption from the requirement of having COVID vaccination certificate or from quarantine/self-isolation, said the revised SOP.
In case of dignitaries and senior Government officials entering the State, the Home Department will provide necessary facilitation and make arrangements as the case may be.
In case of officers/staff/personnel of military/para military entering the State, the respective military/para military formations/units will make arrangements at the PoE for transportation of their staff/personnel to their respective camps/units for testing and quarantining for 7 days in the event of any of such category of person found to be symptomatic on arrival, or who doesn’t possess COVID vaccination completion certificate or less than 15 days have passed after the 1st dose of vaccination.

The revised SOP also directed village councils/urban local bodies under the supervision of DTF to identify any inter-state traveler arriving in their respective jurisdictions; report to the SDTF or DTF and inform such person(s) to remain in self isolation while in quarantine if they are not in possession of vaccination completion certificate and monitor any breach of quarantine norms.
Stating that the SOP will be uniformly implemented throughout the State without any deviation and will not be modified by DTF, urban local bodies, village authorities or community-based organizations, the revised SOP warned of action against any person violating the instruction in the SOP.
