‘Empty bowl’, says TR Zeliang

The Government will also focus on projects that enhance productivity, having the potential of generating revenue and resources to drive our economy forward. This is an urgent need for the State in view of the slow economic growth and shortage of resources for developmental activities.
The sector wise allocation of funds for the fiscal 2020-21 are: Agri & Allied – Rs 38.80 cr, Rural Development – Rs 6.67, Special Area Programme – Rs 119 cr, Irrigation/Water Resources – Rs 3 cr, Energy Sector – Rs 24.01 cr, Industries & Minerals – Rs 9.5 cr, Transport – Rs 76.13 cr, Science & Technology – Rs 5 cr, General Economic Services – Rs 49.17 cr, Social Service – Rs 143.81 cr, General Services & Others – Rs 30.76 cr and State Share to CSS, NEC & NLCPR – Rs 133.06 cr.
Meanwhile, Opposition leader TR Zeliang while terming the Budget 2020-21 as an “Empty bowl” said the budget document is ‘very poor’.
He observed that since the State Government is unable to generate fund for developmental programme, with no clear cut commitment from the 15th Finance Commission for the State for next five years plan, the Chief Secretary must be begging from the salary of Government employees for development purpose, which will go down the history of the State.
