Dimapur, June 27: In a notification Deputy Commissioner Mon District, Thavaseelan K IAS has issued the Standard Operating Procedures (SOP) for special categories of people entering Mon for urgent essential works or for unavoidable reasons and for people entering Mon from other districts.
Thavaseelan said that in pursuance of the notification (No. NSDMA-ER – COVID-19/301/2020 dated 17th June 2020) issued by the Home Department, Government of Nagaland and as approved by the elected members of Mon district and as endorsed by the COVID-19 District Task Force and Empowered Group, SOP has been issued for people entering Mon from other districts of Nagaland, for Government servants both central and state entering Mon from other parts of the country and for skilled labourers, technicians for providing their services to essential/emergency services in the district.
Thavaseelan said that for people entering Mon from other districts of Nagaland, prior permission should be sought from the district administration before entering Mon.
They will be placed under strict home quarantine along with family members.
The District administration Mon will be giving prior information to the Village/ Ward Task Force who will be responsible for monitoring and strict enforcement of the Home Quarantine.
Between 7 to 10 days of the Home Quarantine, they will undergo testing of COVID-19 at the District Hospital. The cost (Rs. 1500) for the COVID-19 test will be borne by the concerned individual.
The date for testing will vary depending on the availability of man power and cartridges.
If the test result is negative, then they will be released from home quarantine.
If the test result is positive the concerned individual will be shifted to the COVID Care Centre/ COVID Hospital for further treatment.
For government servants both central and state entering Mon from other parts of the country, the government servants are requested to obtain permission from Home Department, Nagaland before entering the district.
For skilled labours, mechanic, engineers, technicians who need to enter Mon for a short duration for providing their services like maintenance/ repair/construction in relation to essential/emergency services like power, telecom, transport, upkeep of medical equipments or labs.
Applications for entry permit should be submitted to the Deputy Commissioner, Mon at least 5 (five days) before the intended travel.
The applicant has to mention the purpose of the visit and furnish the detailed itinerary: point of entry, the place to visit with date and time till the time of departure.
Upon getting clearances from the Home Department, the Deputy Commissioner, Mon will grant permission along with Inner Line Permit wherever applicable.
For both categories of people- government servants and persons, Thavaseelan said that they will be subjected to Thermal Screening at the designated point of entry.
If symptomatic, the government servant/person will not be allowed to proceed further and the usual SOP for the returnees to the state will be followed.
If they are found to be asymptomatic, on producing the permit, the government servant/ person will proceed for sample collection and testing through TrueNat at District Hospital, Mon.
The concerned individual has to arrange their own transportation. At all times the driver and the occupants should wear masks and are not allowed to stop at any place till they reach the District Hospital, Mon.
Upon reaching the District Hospital, Mon and after testing through TrueNat machine if the test result is negative, the government servant/ person will be allowed to proceed to his/her place of work while following social distancing norms and preventive measures.
If the test result is found to be positive, the government servant/ person will be shifted to the COVID Care Centre / COVID Hospital for further treatment.
For an official on government duty, the testing will be free, whereas for others the cost will be Rs. 1500 per test.
The number of permissions granted in a day will depend on the testing capacity of the TrueNat Machine per day.
The government servant/person will have to mandatorily download the nCOVID-19 Nagaland Visitors App, NL SOJO COVID app and Aarogya Setu App before entering Mon.
The immediate family members accompanying the government servants will also come under the purview of this SOP.
Any person entering Mon with prior approval from the Deputy Commissioner, Mon will be prosecuted under relevant provisions of the law. (Page News Service)
