Civil service an opportunity to change life of people: Dr Bhalla


Dimapur, June 2: Change cannot happen overnight, it takes time and happens gradually, ATI Director General Dr D Bhalla IAS said today.
Addressing the trainees at the common induction programme of IAS, IPS & Allied Services (2017 batch) and NCS, NPS and Allied Services (2018 batch) at ATI Kohima, Dr Bhalla said that when he was director of ATI, the training for NCS probationers was extended to one year full-fledged course similar to Indian Administrative Service which is a federal service and serve at the grass root level in some states and then go back to the center to provide policy inputs.
He stated that any place at the grassroots level the administration can provide stability, growth, development. He said it is unfortunate that not only in Nagaland but in other states, not much attention is paid to the training of local civil services.
Emphasizing on three important component of training which he said are knowledge, skill and value of which value system is the most difficult to impart. He also pointed out that civil service is an opportunity apart from earning livelihood but, to change the life of people to the extent possible.
Challenging the civil servants, he said ‘if changing the life of the people’ is fitted into the value system of every civil servant then he assured that one will enjoy the job thoroughly.
Listening and speaking (communication) are two important skills for every civil servant, he said and he also reminded the trainers to incorporate at least five minutes of speaking and communication practice every day during the training course.
Concluding his address he reiterated that civil service is a good opportunity to serve the people and wished all the trainees a successful career ahead.
Director ATI, R. Asenla Keitzar, IAS in her welcome address, pointed out that this year the course has been assigned for four weeks which includes various topics like Custom, tradition, Culture, Folklore, Languages etc. She added that the aim of including the topics in the programme is to enable them to acquire the necessary information, knowledge, skill and values to deliver the best service in their respective posting.
She urged each one of them to enjoy whatever facilities that are provided by ATI and make the best use of their stay. She further assured that the ATI team will guide & support them to enrich their experience in ATI.
