99% of the cases in HC were against Govt.: Justice Serto


Laments bureaucrats’ lack of knowledge on law & legislators were not introducing new laws

DIMAPUR, MAY 21: Gauhati High Court Judge, & Executive Chairman, Nagaland State Legal Services Authority, Justice Songkhupchung Serto today said 99% of the cases in High Court were against the Government observing that our bureaucrats commit mistakes because of the lack of knowledge on the law.
He was addressing law students of Kohima Law College, Kohima, during an interaction programme today in the college premise.
The Judge lamented that legislators were not introducing new laws which is one reason why the States of Northeast have very less laws governing us. Serto added that minor changes to the law were made only during emergencies or when situation arises.
While stating that the Government is governed by the law, Serto opined that “If every administrator, bureaucrat, legislator studies law for 3 years, they will become better at their profession”, adding that law was dynamic, need continuous growth and subject to change to feed the need of the society.
Serto opined law as the ‘science of life’, elaborating that it gives a person the way to live, to differentiate between the right and wrongs, one’s duties towards others and society and other’s duties towards us.
Look at the larger context he pondered how law graduates such as the likes of Mahatma Gandhi, Nerhu or BR Ambedkar, etc., made important contribution to the law of the country, adding that they were conscience keepers of the nation.
Therefore, he said, law was a subject everybody or anybody should study. As for the students, he said law as a career option was limitless and called to explore beyond getting stuck with Senior Advocates or becoming law graduates.
The programme was chaired by Assistant Professor Kezhokhoto Savi.
Gauhati High Court Registrar Neiko Akami and Joint Registrar Atoka Achumi also spoke in the programme.
