NNagaDAO flays DoP&C

Dimapur, November 11: The Network of Nagaland Drug & AIDS Organisation (NNagaDAO) has condemned the Department of Planning & Coordination and its officials for failing to furnish the 41 names of beneficiaries as sought by NPRAAF.

The NNagaDAO demanded the department officer to furnish the names of beneficiaries failing which he/she should be made accountable. It asked the State Government take action against him/her for negligent and financial resource loss meant for development.

In a release, NNagaDAO president Abou Mere also accused the concerned department of not adhering to the Ministry of Finance, Government of India directive in implementing Public Financial Management System (PFMS). 

The NNagaDAO said the Union Ministry of Finance Office Memorandum: F.No 66 929) PF-II/2016 had directed all departments and implementing agencies receiving and utilizing Central funds to register with Public Financial Management System (PFMS) for making payment, advance and transfers fund. The PFMS is for all transaction, to provide a robust system for ensuring 'Just in Time' releases in respect of Central Sector (CS) and Central Assistance to State Plan (CASP) schemes, and for complete monitoring of utilization of funds under these two categories up to the end beneficiaries including information on end use of funds.

The NNagaDAO appealed to the State Government to direct all departments and implementing agencies to use PFMS mandatory immediately for transparency and proper account record keeping.
